Google
This is a digital copy of a book that was preserved for generations on library shelves before it was carefully scanned by Google as part of a project
to make the world's books discoverable online.
It has survived long enough for the copyright to expire and the book to enter the public domain. A public domain book is one that was never subject
to copyright or whose legal copyright term has expired. Whether a book is in the public domain may vary country to country. Public domain books
are our gateways to the past, representing a wealth of history, culture and knowledge that's often difficult to discover.
Marks, notations and other maiginalia present in the original volume will appear in this file - a reminder of this book's long journey from the
publisher to a library and finally to you.
Usage guidelines
Google is proud to partner with libraries to digitize public domain materials and make them widely accessible. Public domain books belong to the
public and we are merely their custodians. Nevertheless, this work is expensive, so in order to keep providing tliis resource, we liave taken steps to
prevent abuse by commercial parties, including placing technical restrictions on automated querying.
We also ask that you:
+ Make non-commercial use of the files We designed Google Book Search for use by individuals, and we request that you use these files for
personal, non-commercial purposes.
+ Refrain fivm automated querying Do not send automated queries of any sort to Google's system: If you are conducting research on machine
translation, optical character recognition or other areas where access to a large amount of text is helpful, please contact us. We encourage the
use of public domain materials for these purposes and may be able to help.
+ Maintain attributionTht GoogXt "watermark" you see on each file is essential for in forming people about this project and helping them find
additional materials through Google Book Search. Please do not remove it.
+ Keep it legal Whatever your use, remember that you are responsible for ensuring that what you are doing is legal. Do not assume that just
because we believe a book is in the public domain for users in the United States, that the work is also in the public domain for users in other
countries. Whether a book is still in copyright varies from country to country, and we can't offer guidance on whether any specific use of
any specific book is allowed. Please do not assume that a book's appearance in Google Book Search means it can be used in any manner
anywhere in the world. Copyright infringement liabili^ can be quite severe.

HOUSE JOINT RESOLVTIOX NO. 2.
Resolved, By the Council and House of Rcprosontalives of the
Twentieth Legislative Assemblv of the Territorv of Arizona:
'Jlirtt five joint committees, consi^5tin;r of fivo uu'mbers each,
thrci' from the House, and two from the Council, W a]>pointe(l with
full ])owcr to investigate and report upon the iv\\\ condition, cost
«nd main ten an CO. and any and all matter.^ pertaining to the man-
:igement of all Territorial Ins^titntion'^; such nuniluTs io bo ap-
poinred fr the vali(iity of certain bonds issued
by Pima County, Arizona Territory, to the Arizona Narrow Gauge
Railroad, under the provisions of the Act of the Legislative As-
sembly of the 1'erritory of Arizona, approved February 1st, 1883,
90 LAWS OF ARIZONA.
Whereas, Before the passage of said Memorial said bonds had
heen declared unauthorized and void by the District Court of the
First Judicial District of the Territory of Arizona, in and for
Pima County, by the Supreme Court of the Territory of Arizona,
and by the Supreme Court of the United States, in the case of
Lewis 'S's. the County of Pima, decided in the Supreme Court of the
Tlnited States at its October, 1894, term; and.
Whereas, Said bonds issued to said Arizona TsTarrow Gauge
Eailroad Company were never acquired by said County in good
faith, and were never sold by it in good faith or for a valuable con-
sideration, and none of the interest on said bonds had ever been
paid by Pima County, and the validity of said bonds had never
been acknowledged by said County, and.
Whereas, The said Arizona Narrow Gauge Eailroad was never
built and never existed, and Pima County has never received any
consideration whatever for the said so-called bonds, and the entire
scheme of the said bond issue was a fraud without any element of
merit or good faith, and
WTiereas, All the foregoing facts were and are notorious, and
^vithin the knowledge of every one who has ever had any dealings
with said bonds, and
Whereas, It was by all the members of the Legislature passing
said Memorial and bv the Governor of Arizona at the time, and
by the then Delegate in Congress from Arizona, believed that all
of said bonds so issued by Pima County to the Arizona Narrow
Gauge Railroad Company were res adjudicate by the said decision
of the Supreme Court of the United States, and that none of the
said bonds could be thereafter validated, and
Whereas, Said Memorial was intended to apply only to certain
railway aid bonds of two other Counties in Arizona where the aided
raihvays Avere actually constructed, and not to the said bonds so
issued by Pima County, as to which none of the statements or rea-
sons in said Memorial applied, and which bonds were then as now
believed to be without consideration, unjust, fraudulent and void.
Therefore, We most strongly urge upon the Senate and Honsie
of Representatives of the Ignited States of America to pass such
legislation as will exclude from the provisions of the Act of Con-
gress of June ^A\, 180G, and from any and all other legislation by
Congress the said bonds so issued bv Pima County to the Arizona
?ii, respeiti'iilly beg leave to rei)re-
Bent to your Honorable Hoiiies:
That Arizona has been in Territorial Vassalage for nearly
tlurty-fivc years, that it has the wealth, the population, and that
the population has the intellige^jce requisite to self goveniment;
that the people of this Territory without regard to political affili-
ation or association are in favor of early admission to Statehood,
and your Memorialists earnestly pray that Arizona be speedily ad-
mitted to Statehood.
That the Secretary of tlie Territory is hereby directed to for-
ward a copy of this Memorial, one to the Honorable President of
tlie Senate, one to the Honorable Speaker of the House of Repre-
Pfntatives of the Vnited States, and one to our Delegate in
Congress.
HOUSE MEMORIAL NO. 6.
To the Hononible Senate and H(Uise of Representatives in Congress
Assembled:
Your IMemorialist, the Legislative Assembly of the Territory of ,
Arizona, mt>st respectfully rej) resent that:
Since ilune li)th, 1878, the dati» at which the compensation of
members of the Lecrislative Assi^mblv of this Territorv was fixed
at $4.00 per day, the population and business of the Territory have
doubled manv times: and the leirislative business of the Territorv
has so increased, and the work of the legislators has also so much
ill creased, and the need for legislation so enlarged that it has be-
come absolutely burdensome to members to do the legislative work
and defray their expenses meantime, as the same is» demanded.
That those who aeee]>t the piwjtion to siM've as a memlnT of that

to induce people to accept the position. Therefor, for future legis-
lation in this Territory, your memorialists would most respectfully
ask your Honorable body to raise the per diem of legislators in this
Territory from $4.00 to $8.00 as the necessity now so demands,
and in duty bound your memorialists will ever be to you, etc.
That the Secretary of the Territory is hereby directed to for-
ward a copy of this Memorial, one to Honorable President of the
Senate, one to the Honorable Speaker of the House of Representa-
tives of the United States, and one to our Delegate in Congress.
HOUSE MEMOEIAL NO. 7.
To the Congress of the United States:
Your Memorialist, the Twentieth Legislative Assembly of th©
Territory of Arizona, respectfulJ^ represent:
That your Memorialist greatly appreciates the action of your
Honorable Body in appropriating the sum of Twenty Thousand
Dollars or so much thereof as might be necessary to ascertain the
depth of bed rock at a place on the Gila Eiver in Arizona known as
the Buttes, and to ascertain the feasibility and ascertaining in
detail the cost of the consti'uction of a dam across the river at that
point as prayed for by a Memorial of the Nineteenth Legislative
Assembly of the Territory.
Your Memorialist further represents that work under that
appropriation (55th Congress, Sec. 2, Chap. 545) is now in active
progress, and that the results therefrom are of the most satisfactory
and gratifying character.
That for the purpose of continuing such work, your Memorial-
ist prays that your Honorable Body will make all necessary
ap])ropriations. Yonr Memorialist respectfully refers your Hon-
orable Body to the Memorial of the Nineteenth session of the
Legislative Assembly of the Territory of Arizona, to Senate
Document No. 27, 54th Congress, second session, and to the
reports of those having charge of the work now in progress.
Resolved, That the Secretary of the Territory be and is hereby
instructed to transmit a copy of the foregoing Memorial to our
Doleo'iito in Conirress, and al.^o a copy each to the President of the
^k^nate and the Speaker of the House of Represntatives.
